Chris Waite, public facilities director, told the commission that the Library Foundation donated $100,000 toward an outdoor space at the Richland Library and that staff had missed the Parks and Recreation Commission review step required by the city’s recognition policy.
Waite described the outdoor space as an amphitheater and seating area on the northwest corner of the library; phase two will include a small play area. He said staff propose a bronze plaque mounted in concrete at the amphitheater entrance to acknowledge the Library Foundation’s gift. Waite said the foundation requested inclusion of a Winn ie‑the‑Pooh quote on the plaque: “A day without a friend is like a pot without a single drop of honey left inside,” which staff said reflected the literary and community focus of the space.
Commissioner Watrous moved to approve the plaque recognizing the Richland Library Foundation’s donation; Commissioner Hodges seconded the motion. The motion passed with all commissioners present voting in favor.
Waite said staff regretted not bringing the matter to the commission before it went to council and sought the commission’s formal acknowledgement; commissioners approved the recommended action during the meeting.
