The New Bedford City Council on June 12 approved an order allowing Network Building & Consulting, on behalf of Horizon of New England Incorporated, to place approximately 66 feet of conduit at the intersection of Union Street and Second Street, with a required police detail during work.
The matter was introduced by the clerk as a public hearing. Mike Walengevich, a representative for Network Building & Consulting, told the council the design had been revised in coordination with DPI and that two members of his engineering team had signed off on the redesign. He said the petitioner stands ready to proceed with the presentation submitted to the city.
Councilors asked whether the work would require road disruption. Walengevich said the installation would involve saw cuts and that standard procedures such as Dig Safe and police details would be used. Councilor Ryan Perera, who moved the order, and others emphasized the need to coordinate timing with nearby events; Perera asked the petitioner to contact DPI because a summer sound series may require street closures on a Friday when work could otherwise occur.
Councilor Naomi Carney raised a procedural concern that the redesigned plans were not in the council packet she received; Walengevich replied the redesign had been submitted with the petition paperwork and should be available online. Councilors discussed duration and disruption; one councilor estimated the scope as one day given the 66-foot length, and the petitioner indicated he could provide further details on timing if requested.
A motion to grant the order with the condition that a police detail be provided was made by Councilor Ryan Perera and seconded by Councilor Maria Giesta. The motion carried on a voice vote.
The council did not record a roll-call tally for the vote. The council requested that the petitioner coordinate with DPI on scheduling to avoid conflicts with the summer event series and to confirm road-repair standards after work.
