At the June 10, 2025 meeting the Ventura County APCD board received a report showing equivalency under new source review requirements for 2024, accepted the agency's annual comprehensive financial report and single audit (unmodified opinion), and approved appointment/reappointment of advisory committee members; all motions passed unanimously.
The Ventura County Air Pollution Control Board at its June 10, 2025 meeting received several reports and approved appointments by unanimous vote.
The board received and filed the district’s annual equivalency demonstration under Rule 26.1111 (new source review/Emission Reduction Credit initial evaluation at time of use). The district’s presentation said the calendar-year 2024 equivalency demonstration showed a positive balance of more than 72 tons per year of reactive organic compounds (ROC) and more than 70 tons per year of nitrogen oxides (NOx). A board member moved to receive and file the report and the motion passed unanimously.
The board then received and filed the APCD’s annual comprehensive financial report (ACFR) and single audit for the fiscal year ending June 30, 2024. The audit was conducted by Eddie Bailey LLP and the single-audit finding in the record reported compliance with federal requirements; the auditors issued an unmodified (clean) opinion on the financial statements. A motion to receive and file the reports passed unanimously.
The board also approved appointments and reappointments to the Ventura County APCD advisory committee. Planning manager Tyler Harris said the item requested approval of two new members and the reappointment of three existing members. The record names three members nominated for reappointment: Sarah Head and Hubert Ternan (both listed as representing supervisorial district 1) and Richard Nick (listed as representing supervisorial district 3). A board member moved approval and the motion passed unanimously.
All receiving-file motions and the advisory committee appointment motion passed with unanimous support in the recorded roll call. No dissent or abstention was recorded in the meeting minutes shown in the hearing record.
