Planning commission approves Pacific Landing Phase 1 preliminary subdivision with access and pedestrian stipulations

The City of Jonesborough Metropolitan Area Planning Commission on Tuesday approved preliminary subdivision plans for Pacific Landing Phase 1, a proposed 105‑lot residential development on 33.04 acres at Pacific Road and Kathleen Street.

The approval was conditioned on several staff stipulations intended to address emergency access and pedestrian safety. City planning staff recommended installation of a speed table at the phase line on Thrasher Drive between phases 1 and 2, raised crosswalks at the intersection of Thrasher Drive and Mary Grace Drive, and construction of a roadway capable of carrying an 80,000‑pound fire truck to Kathleen Street.

Garrett Dunham, a representative of Fisher Arnold and the applicant, said the developer will construct those items as part of phase 1. “Sure. Yes. That will be constructed when we construct phase 1. Yes, sir,” Dunham said.

The city planner told the commission the subdivision meets preliminary subdivision requirements but that the fire access separation requirement for the parcel must be met by providing additional access through a future phase to the west. The planner also recommended the traffic and pedestrian improvements listed in staff comments.

Commission discussion addressed who would build the required road and the timing of the speed table and raised crosswalks. The planner said the speed table would be built in the phase‑1 street layout and that other traffic‑calming options exist, but given the long straight section of roadway staff favored a speed table and raised crosswalks to slow traffic.

The commission voted to approve the preliminary subdivision request subject to the staff stipulations described at the meeting.
