The Temecula Planning Commission on June 4 voted 5-0 to recommend the City Council certify the Subsequent Environmental Impact Report (SEIR) and approve a set of amendments and modifications to the Temecula Valley Hospital (TVH) master plan, including an amendment to the Temecula Hospital Planned Development Overlay (PDO‑9), modifications to previously approved development plans and conditional-use permits, and removal of an earlier condition of approval (COA No. 27).
Staff and the applicant said the applications do not propose immediate building architecture or construction drawings; rather, they update the campus master plan and allow future development to occur in phases. Scott Cooper of the Community Development Department presented the package, describing three phases that would add hospital towers (phase 2: a 25,000-square-foot second tower with 40 beds; phase 3: a third tower of similar scale and supporting medical-office buildings), an expanded emergency department, an approximately 12,600-square-foot central utility plant, additional medical-office buildings, and expanded parking (including an option for a multi-level parking structure in a later phase).
