Gregor Boss, director of enterprise applications for Wayne County, said the renewal changes the licensing model from a per‑envelope basis to a per‑user model with unlimited envelopes. The change is intended to support anticipated growth in electronic signature usage as the county digitizes manual paper‑based workflows and integrates DocuSign with an Oracle Fusion implementation.
"So it gives us the ability to send an unlimited number of signature requests out through the platform ... which is an efficiency overall," Boss said. Hector Roman, director of information technology and chief information officer, described the change as part of a broader effort to replace wet‑ink signatures and paper processes with electronic records and signatures.
Commissioner Wilson moved approval; another commissioner seconded. The clerk announced the motion carried; the transcript does not record a roll‑call vote tally. Staff said the change positions the county for anticipated growth in platform usage and expanded departmental digitization projects.
