DeKalb commissioners give committee reports; executive agenda preliminaries and walk‑ons previewed

Presiding Officer Michelle Long Spears opened the June 3 Committee of the Whole meeting at the Lou Walker Senior Center and called for committee reports. Commissioners delivered briefings on their committees’ recent actions and recommendations to the full board.

PECS Chair Nicole Messiah said the committee met May 29 and recommended six of seven items out of committee following a Claritel quarterly presentation. PWI Chair Robert Patrick reported the PWI committee reviewed 15 items, approving 14; he called attention to ongoing work on a stormwater master plan and issues about runoff on private property. Operations (OPS) Chair Marita Davis Johnson reported OPS recommendations on several fleet and airport items and noted several items were deferred or held in committee pending additional review. FAB Chair Ted Terry said FAB met May 29 and recommended, after drafting with the law department and Watershed, a resolution from Commissioner Davis Johnson to establish an independent capital improvement program (CIP) monitor; that measure had also been recommended by PWI earlier that day and was expected to return to the full board for action at a subsequent meeting. IRPS Chair Ladina Bolton summarized employee relations and public safety discussions, including pension tier questions, EMS/AMR performance and equipment purchases, and several police department resolutions under review (diversion policy, community advisory board and onboarding process resolution).

The CEO’s office and administration staff previewed the June executive agenda. The clerk recited procedural guidance and Mr. Williams walked commissioners through preliminary items from multiple departments: airport lease terminations, a proposed ordinance adopting new state law regulating the body art industry, fire rescue contract amendments, human services grant reallocations, purchasing and contracting items, and recreation and parks easement and right‑of‑entry items. Several items were assigned to committee stops (PECS, PWI, FAB, OPS) in the usual order.

Walk‑on items were announced: Commissioner Nicole Messiah offered two district walk‑ons (a district allocation up to $12,500 for a Neighborhoods in Need senior home repair program and an amendment to a previously adopted Superior Court appropriation resolution that had been omitted from the official committee register). Commissioners discussed committee placement; the Superior Court item will be placed back to FAB for confirmation and re‑adoption in order to create an official Legistar record. Administration asked to add a time extension for a Peachtree Industrial Road sidewalk contract for Doraville to consent; commissioners indicated agreement.

Commissioners were briefed on public comment instructions and the meeting moved into public comment and scheduled walk‑on items. The meeting concluded with an adjournment motion.

Why it matters: Committee reports and preliminary agenda items show what formal actions are being prepared; the independent CIP monitor resolution and the need to correct official records (the Superior Court resolution slip) are procedural items that will return for votes and could influence oversight and fiscal implementation.

What’s next: FAB and full board consideration of the independent CIP monitor resolution at future meetings; the Superior Court appropriation resolution will be added to Legistar and re‑considered per the clerk’s and legal office recommendation.
