Richland County Council on June 3 approved a reimbursement resolution permitting the county to use current funds to pay for work on the Alvis S. Glen Detention Center and an Emergency Operations Center, then reimburse those expenditures when general obligation bond proceeds are received.
County Administrator Ray Brown explained the resolution enables the county to start eligible work now and, when bond funds are issued, transfer bond proceeds to reimburse the county’s general fund for amounts already spent. Brown said the approach “allows us to get a head start to make sure that we capture any benefits, from rising cost.”
Council members asked for a project-cost breakdown. Councilman Lever asked about the distribution of a $70,000,000 figure on the agenda; Administrator Brown said the detention center portion was roughly $40,000,000 and the Emergency Operations Center roughly $36,000,000. Brown explained reimbursement would occur once the bond funds are received and that transfers to reimburse spent funds would be “practically immediate.”
The council voted to approve the reimbursement resolution. A motion to reconsider the approval was called and failed on a roll call vote.
