At the start of its June 3 meeting the Ellis County Commission approved the consent agenda (items A through G) by a 3-0 vote and later recessed twice for executive sessions.
The chair asked for any questions on the consent agenda and a commissioner moved ‘‘to approve consent agenda items A through G.’’ The motion was seconded, and the commission approved the consent agenda unanimously.
Later in the meeting the commission recessed to an executive session under the Kansas Open Meetings Act’s attorney–client confidentiality exception to discuss potential litigation; commissioners and specified staff attended and returned to open session without taking action. The body then recessed to a second executive session under the personnel exception for discussion of personnel matters; commissioners again returned to open session and announced no decisions had been made.
The actions were procedural and no substantive policy decisions were taken during the executive sessions.
