Commission approves RFP for county-complex paving, directs legal review on nursing-home construction contract

The Carroll County Commission on June 2 approved a request-for-proposals for paving and sidewalk replacement at the county complex, including entrance upgrades to the administration building and sidewalk and drainage work at the county nursing home. Commissioners also authorized sending a draft construction-management contract for a nursing-home laundry addition to legal review and voted to allow the county administrator to sign the contract after a favorable legal and commission review.
The county’s facilities staff presented the RFP, which covers the administration building entrance and multiple areas at the nursing home, noting winter frost heaving has created tripping hazards at nursing-home walkways. “When you… look at the sidewalks at the nursing home now… they create severe tripping hazards,” Facilities Director Horrigan said, urging the board to approve the RFP.
Commissioners moved to approve the RFP and incorporate additional work for other complex areas into the capital improvement plan. The motion carried with standard "all in favor" voice votes.
Separately, the commission considered a draft contract with Bonnet Cage and Stone to manage construction of a laundry addition at the nursing home. The nursing-home administrator and the architect recommended legal review first; the commission voted to forward the draft to legal and to authorize the administrator to sign the final contract pending “favorable” legal and commission review. The motion specified the contract would return to commissioners if legal review raised substantive concerns.
Commissioners also received an update from Superintendent King that a roof replacement is “about a third of the way down” and is expected to be finished by week’s end, ahead of schedule.
Why it matters: The actions advance capital-improvement work affecting county facilities and the nursing home, with potential safety benefits (sidewalk repairs) and operational impacts (laundry addition construction). Commissioners required legal review and a favorable finding before the administrator signs the construction-management contract.
No dollar appropriation for paving was made at the meeting; staff said putting the RFP out will provide firm pricing before any appropriation is requested.
