Hidalgo County court adopts resolution supporting bill to name stretch of U.S. 83 for slain Mission police corporal

Hidalgo County Commissioner's Court unanimously approved a resolution supporting state legislation to name a portion of U.S. Highway 83 in memory of a Mission police corporal killed in the line of duty.
A court presenter read a resolution in support of House Bill 39 86 that would designate part of U.S. Highway 83 as the Corporal Speedy Espiritueta Memorial Highway. The resolution recited that Corporal Jose Luis “Speedy” Espiritueta Jr. was born Oct. 4, 1974; served 18 years with 13 years at the City of Mission Police Department; and died June 20, 2019, after being shot while responding to a call for assistance. The resolution and its recital of Espiritueta’s service and surviving family were included in the agenda item presented to the court.
When put to a vote the court recorded “motion carries.” The registry in the minutes shows the court adopted the resolution and “supported legislation filed under HB 39 86 of the Texas legislature’s 80th regular session” as written in the resolution on the agenda.
Why it matters: Resolutions of support do not themselves change highway names but record the county’s formal backing for state legislation that would designate the memorial name if passed and implemented by the legislature and state transportation authorities.
