Staff noted the code prohibits animation — “blinking, flashing, pulsing, twinkling or anything similar” — and that the code includes a measurement for allowable sign spill measured in foot‑candles. A staff member referenced a 0.3 foot‑candle maximum at specified measuring points; commissioners discussed whether the code language and measurement method were clear to applicants and building inspectors.
A motion to approve the signs was made by Commissioner Darren and seconded by Commissioner Greg; the commission voted in favor. The item will go to city council on June 5 for final action.
