Planning commission to review general plan maps, development-agreement templates as update process begins

The Far West City Planning Commission said it will begin a focused review of the city’s general plan over the next two to three weeks, with an emphasis on updating maps and zoning designations rather than rewriting large policy sections.
Chair Geneva told the commission that the last general-plan update had been extensive and that this round should mostly require updates to maps and targeted refinements. Commissioners assigned staff — Lou and Connor — to work with planning staff and report back at the next work session with a list of proposed map changes, projected timelines and recommended public‑engagement steps.
Commissioners discussed the role development agreements and planned-development overlays (PD overlays) play in larger projects. Staff reiterated that a development agreement establishes concept-level commitments — such as density ranges, major internal roads and public improvements — but that detailed civil engineering plans may shift alignments during subsequent engineering review. A participant pointed to a recent project where engineering-level changes were misunderstood by some members of the public and council.
Commissioners said maps will be the primary change area: specific areas identified for review included the north end behind Maverick and several parcels described by staff as likely candidates for rezoning or map corrections. Staff expects to present a consolidated summary of proposed map edits and accompanying rationale at the commission’s next scheduled work session.
The commission agreed to place the general‑plan update on an upcoming work‑session agenda and to return with a near-final list of edits for public meetings and eventual council hearings.
