The Waukesha City Human Resources Committee approved an affiliation agreement permitting Carroll University College of Health Sciences students to participate in clinical ride-alongs with the Waukesha Fire Department EMS.
Fire Chief (name not specified) described the agreement as a training partnership that would let health-field students observe injuries and the “mechanism of injury” in the field, saying, “This is just a pretty straightforward contract that we would enter into with Carroll University that would allow students in a healthcare field to do clinical ride alongs with us.” He said the request came from Carroll for athletic trainer students and that the department would control scheduling and ride-along decisions.
The committee was told the contract includes the typical liability and insurance language and that there is “no cost, no financial impact whatsoever.” Committee discussion was brief; one member referenced personal experience with ride-alongs and asked whether waivers or coverage for injuries were addressed. The chief replied the contract covers insurance and that the city would provide emergency care if needed, with follow-up handled according to contract terms.
A committee member moved to approve the affiliation agreement “for the mayor to execute on the city's behalf.” The motion was seconded and the committee voted; members recorded in the transcript include Wooderson and Mike Racine. The motion passed unanimously.
The agreement authorizes the mayor to execute the affiliation agreement and establishes scheduling discretion and liability/insurance responsibilities between Carroll University and the city. No funding or budget appropriation was reported at the meeting.
