Committee approves consent agenda including engineering contracts and Small Street water/wastewater design

The committee approved a bundled consent agenda covering items 3 through 24, including multiple engineering contracts, easements and emergency ratifications.

Items listed by staff for approval included a professional engineering contract with Schenck Architects to expand the Grand Prairie Memorial Gardens Mausoleum; an annual contract with Consolidated Traffic Controls for traffic control and signal equipment; appointments and reappointments of Charles Brewer and Noreen Housewright to water and wastewater advisory committees; engineering services with HAP Associates for the West Fork Art Culmination feasibility study; additional design services by Freese and Nichols for Great Southwest Nature Park; pre-construction contracts and multiple water/wastewater replacement and improvement contracts; a permanent water-line easement and temporary construction easement from Soapbox Partners LP; a screening-wall easement from Barry A. Cruz and Linden B. Cruz; a right-of-way dedication from CHI PHI Wildlife 8 (as presented); a permanent utility easement from BLUSV Texas West 3 Grove West Shade Grove Road; a change order for the Davis Road paving and drainage improvements project; a cooperative agreement with Smith Company for repair services; a construction contract for Fish Creek West Bank stabilization; and ratifications of emergency expenditures for water-line and lift-pump repairs.

One item discussed in more detail was an engineering contract for design work on Small Street (agenda item 11). Staff member Doreen Carroll said investigation found a wastewater line around 100 years old and water lines in places only about 6 inches deep. The plan presented calls for engineering design first (approximately eight to nine months for design after a June council notice to proceed), then about a year of construction, with excavation and water/wastewater replacement expected to start in late spring or early summer 2026. Staff said the roadway will be fully reconstructed following underground utility replacement, with full roadway and drainage work scheduled for what staff described as FY 2027. Funding for immediate water and wastewater work will come from current-year funds; longer-range pavement and drainage funding will be sought in FY 2027.

A motion to approve the consent agenda (items 3–24) was made and seconded; the committee approved by voice vote with all members saying “aye.” Staff indicated there were no items for individual consideration and no executive session was held. The meeting adjourned.
