Staff introduces DSF Miller Tract data center proposal in southern ETJ

City staff introduced a developer’s proposal to build a multi-building data center on the DSF Miller Tract, a roughly 58-acre site in the city’s extraterritorial jurisdiction, and outlined the sequence of approvals the city will consider.
At the Grand Prairie CCDC meeting, staff showed an initial concept plan depicting six buildings and a proposed substation. The presenter said the item is an introduction and that future requests will return to the city for a service agreement, annexation, zoning changes and site-plan review. The project map shown to the committee placed the tract well south in the city’s ETJ and adjacent to existing subdivisions referenced in the presentation.
Committee members asked about utility and emergency-service impacts. Staff said the city will evaluate anticipated raw water requirements, wastewater, and other service needs as part of the service-agreement and zoning processes; those evaluations will be performed by the applicable departments and reviewed during formal application stages. Staff also explained that the service agreement outlines how the city will provide police, fire, water and wastewater services and that such an agreement is required for annexation under state law.
No formal action or vote was taken on the data center introduction. Staff said applicants and developers were present and that more detailed applications will come forward for council consideration in sequence.
