Plan Commission recommends approval of North High School parking expansion to City Council

The City of Eau Claire Plan Commission on May 19 recommended that City Council approve a site-plan application for a 69‑stall parking-lot expansion at North High School.

Planning staff described the proposal as the third phase of a broader site redevelopment on a 47‑acre parcel. The proposed lot would add 69 stalls, offsetting about 24 lost stalls from earlier phases and reducing congestion in the school’s primary lot, staff said. Staff recommended approval to City Council with two landscape-related conditions: parking-row end caps (landscape islands) and street trees along Marquette at a rate of one tree per 30 feet or along the developed frontage.

Staff planner Mr. Baumgartner said the parcel is on the city’s north side, north of Dells Pond, and that stormwater design for the full campus will be reviewed separately. Baumgartner said the lot sits on the former soccer complex site, east of the existing tennis center, and that the application is a recommendation to City Council rather than a final city-level approval.

Commission discussion included a request from Commissioner Brewster that applicants provide parking counts or other information showing the need for additional stalls, given district enrollment trends. Baumgartner said the applicant reported losing about 24 stalls in prior phases and the reconfiguration of pedestrian islands had redistributed parking demand. Commissioner Zoid, who lives nearby, said the lot is typically full in the morning and supported the proposal.

The commission voted to move the item forward as a recommendation to City Council, recorded in the transcript as passing 8–0.

Next steps: the plan commission’s action was a recommendation; the school district’s application will be considered by City Council, and staff will continue review of stormwater and related technical requirements.
