Lock Haven council hears CDBG application plans, approves event permits and grant resolutions

The Lock Haven City Council held a public hearing on Community Development Block Grant (CDBG) program planning on May 19, heard public comments on proposed projects and applications, and approved a series of event permits and grant resolutions.
At the start of the public hearing, Matthew, who identified himself as representing Internet Systems Hills Company, asked the council to consider funding an epoxy floor replacement at what he described as the Citizens Hose Company firehouse. He said the project would improve safety for firefighters and the public and estimated the total project cost at $27,240. "We have committed $9,000 to the project and we're the funding requested $18,240," Matthew said during public comment.
Monica Fox, the city’s CDBG project coordinator, led the program presentation for Lock Haven and outlined the 2025 estimated allocation of $309,392 and the schedule of hearings and application deadlines. Fox summarized eligible and ineligible uses, national objective tests (including a 51% low‑and‑moderate‑income benefit test), and application requirements such as a project description, location map, detailed budget and national objective justification.
Council discussed candidate projects and streets under consideration for possible CDBG‑funded street paving; the superintendent of public works identified Prospect Street, Linden Street, South Highland Street and West Walnut Street as streets to verify for eligibility.
On separate agenda votes the council approved a drone and forest management demonstration proposed by Mike Wolf at Old Man’s (Oldham) Watershed on June 18 for forestry professionals and interested Lock Haven staff; approved a request to close North Vesper Street from Main Street to Jordan's Alley on specified weekend dates in July, August, September and October (the council moved the item to an additional reading to allow public comment on the revisions); and accepted for the record a notice of a Pennsylvania Liquor Control Board license transfer.
The council adopted omnibus Resolution 2025‑20, which the clerk said bundles multiple plans, policies and resolutions for adoption, and later approved Resolution 2025‑19 to apply for a People, Parks and Community Foundation grant. The People, Parks application seeks the grant program maximum of $30,000 for a Lock Haven conservation education project that includes a rain‑barrel workshop, native plantings, and support for a stormwater retention pond and community garden at Hoberman (as described in the application materials).
Council members asked procedural questions about grant terms and conditions and whether any match or long‑term obligations would bind the city; staff said there was no city match required for the People, Parks grant and that final terms would be reviewed before final acceptance. Council also asked staff to add a named contact on the fair housing/outreach plan in the omnibus resolution before the final packet.
Personnel and department updates were presented during the meeting, including police hiring and retirements in code enforcement and parks staff certifications; these were presented as informational items and did not result in council votes.
