The sheriff said Horton was honored in Columbia and that the lieutenant governor spoke at the recognition.
Alma Carter, the family member involved in the incident, addressed the council, described the situation, and thanked Horton and the sheriff. Council members and the sheriff asked Horton and Carter to stand and presented a resolution and photographs. Council members applauded Horton; the resolution was read at the meeting and the council took photos with the deputy and sheriff.
