Committee examines Civic Life admin cuts and related restores for neighborhood grants and immigrant/refugee services

Council members outlined complementary amendments aimed at eliminating Civic Life administration overhead while restoring several direct service and grant programs.

One councilor described her amendment as "eliminating the administration of civic life" and said she had proposed using the savings (about 5 FTE, roughly $1.35 million in the mayor's document) to restore: the diversity and leadership program (roughly $180,000), immigrant and refugee program staffing (a second staff position to supplement an existing employee), and neighborhood district coalition operations and small grants (together around $298,000 to $310,000 in the discussion).

Councilor Avalos and others said several Civic Life-related amendments in the spreadsheet were complementary and could be packaged to reduce the overall amendment count. "If the civic life cut did not come about, I would likely pull those (restores) because I'm not looking to debit the general fund even further," one councilor said, explaining the restores were intended to be funded from elimination of the Civic Life administration overhead.

Members indicated they had not heard significant opposition from colleagues on restoring neighborhood coalition funding and diversity programs but noted that sources for administrative savings needed to be clearly identified and documented. Committee members asked for follow-up to confirm precise dollar amounts and to align similar amendments into co-sponsored, consolidated proposals for Wednesday's consideration.
