Castle Valley planning commission approves updated temporary-dwelling forms, drops VIN requirement

The Planning and Land Use Commission of the Town of Castle Valley voted on June 13 to add a temporary accessory dwelling (TAD) application to the list of land-use forms slated for update and to approve revised temporary dwelling permit and renewal forms with a change to identification fields.

The commission moved to add the TAD application to the forms-update list and later approved both the temporary dwelling permit application and the renewal application after amending them to include a line for license-plate number (or VIN) under the existing make-and-model field. The commission's roll-call votes on the motions were recorded as aye from the same four commissioners on each vote (Dorgay/Dorsier, Janie, Marie, and Brian); the measures passed.

The change follows staff recommendation that the forms be updated to align with recent ordinance amendments. Colleen Thompson, the town's building permit agent, told commissioners the current temporary-dwelling form dates from about 2011 and that splitting the permit and renewal forms should reduce confusion. She also said, “I don't see any reason to ask people for their VIN or license number on their RVs,” and supported adding the simpler license-plate line to the form so remote owners would not have to retrieve a VIN in person.

Commission discussion clarified that temporary-dwelling renewals occur every two years and that the renewal form will be a separate, simplified document. Commissioners agreed the revised forms will be proofread and formatted before final publication. At the meeting the commission also voted to retable additional form work for later review so staff can finalize formatting and other non-substantive edits.
