Fishers PUD committee approves Encompass Health site plan for 56,000‑sq‑ft medical office

The Fishers Plan Unit Development Committee on Oct. 1 approved architecture and site plan for Encompass Health, a proposed 56,000‑square‑foot medical office and associated parking at 13675 Jack Walker Lane.

The approval, for case PUD‑25‑10, passed on a 5‑0 roll call with Miss Baumgartner, Pete Peterson, Drew Curran, Mr. Bender and Mr. Stevenson voting yes. The motion, made by Pete Peterson and seconded by Drew Curran, included a condition that all technical (TAC) comments be addressed before funding is finalized.

Committee members said they had no objection to the use or massing of the building but asked the petitioner to improve presentation materials. "I'd prefer to see this kind of stuff because it gives us a better idea of what we're doing," said Pete Peterson, urging the petitioner to provide more photorealistic renderings so the committee can better judge landscaping and context. The petitioner agreed to share enhanced renderings.

Staff and the petitioner confirmed parking will be provided on the west, north and east sides of the site, and that the site plan accounts for a small future parking expansion near the pond and power easement. Committee members asked whether the parking layout considered future staffing; staff said the plan anticipates limited additional staff and includes the noted future parking area.

The approval was conditioned on resolving technical review comments. Committee chair (unnamed) announced the motion carried following roll call and commented on the improved visual quality of the submission, referencing "photorealism." No additional conditions or amendments were recorded.

The committee moved next to a separate agenda item after the vote; no further actions related to the Encompass Health site plan were recorded at the meeting.
