Lorain County commissioners approve routine measures, set hearings and sign contracts

- Contract: Convergent Group LLC of Chattanooga, Tenn., to provide backups and data protection for Lorain County in the amount of $105,140, effective retroactive to Sept. 1, 2025, for 60 months; to be paid from the professional services account (motion approved; unanimous recorded vote).
- Adoption by the Department of Job and Family Services of a Prevention, Retention and Contingency program statement of policies effective Oct. 1, 2025, through Sept. 30, 2027, in accordance with the Ohio Revised Code (motion approved; unanimous recorded vote).
- Sanitary Engineer: certification of delinquent sanitary sewer accounts for collection on the 2026 tax duplicate — 1,999 pre-certified customers, pre-certified amount $634,245.67 (motion approved; unanimous recorded vote).
- Stormwater: set a public hearing for the proposed Lorain County Stormwater Management drainage district (tributary of Wellington Creek Ditch, Penfield Township) for Tuesday, Oct. 21, 2025, at 4:30 p.m. (motion approved; unanimous recorded vote).
- Engineer: award and entering contract with Live E Construction Inc., West Salem, Ohio, in the amount of $71,031 for the West North Street drainage improvement project in Rochester Village; five bids were received and this was the responsive bid. The work is to remove and replace approximately 330 feet of storm sewer on West North Street; notice to proceed upon full execution and completion on or before Dec. 1, 2025. The Ohio Public Works Commission (OPWC) will provide $38,356.74; engineer's projects account will provide $32,674.26; the Village of Rochester will reimburse the engineer’s office for the remainder upon project completion (motion approved; unanimous recorded vote).
- Prosecutor: authorization for the president of the board to execute participation agreements with additional manufacturer settlements as part of the national opioid settlement. The national settlement amount cited at the meeting was $1.1 billion; commissioners noted Lorain County’s share will be a small fraction once allocated over years (motion approved; unanimous recorded vote).
Several motions were moved and seconded without individual movers recorded in the public audio; recorded roll-call votes on most items showed unanimous approval by the three commissioners.
Looking ahead: the Oct. 21 public hearing is the next public milestone for the stormwater item; the contracts and the OPWC-funded project have contract execution and completion dates stated in their approvals.
