Panel advances bill to preserve subsidized child care during short transitional periods

Assemblymember Agriacru presented AB 904, a measure intended to reduce disruptions in subsidized child care for families experiencing short transitional periods such as recovery from childbirth, taking family leave, or searching for work. The author said current rules can cause families to lose child care when a parent is not actively working or in training.
Heidi Kaiser of Child Action described the administrative challenges families face and said the agency serves more than 16,000 children in the subsidy program; she testified AB 904 would modernize the definition of a workday, recognize temporary medical and family leave as valid circumstances to maintain eligibility, and reduce paperwork burdens for families. Yesenia Jimenez of End Child Poverty in California and representatives of Children Now and Thriving Families California also testified in support. No opposition witnesses appeared at the hearing.
Senator Becker moved the bill when the matter came to a vote; the committee recorded the motion to pass to the Appropriations Committee. Committee members expressed appreciation for the measure’s focus on continuity of care and workforce stability. The measure was reported out to Appropriations as amended and will next receive fiscal review.
