The CCSG update, delivered by Tom Fontaine, said the project appears ready to proceed once developer and retailer signatures are obtained. The PPA lists a June 30, 2025 start-of-construction target but the borough and staff noted there are no financial penalties tied to missing that start date; a separate October 2026 completion date carries penalties.
