Briar Point beach opens with staff enforcement, regular water testing; passes lagging amid wet weather

Parks and Recreation Director Scott provided an update on operations at Briar Point, reporting a modest start to the season and outlining steps the town is taking to enforce passes, monitor water quality and improve facilities.
Scott told the council the recreation office has sold three resident passes so far and will begin enforcing passes this weekend with staff at the gate on Fridays, Saturdays and Sundays. “While that is disappointing, we are going to start enforcing passes this weekend,” he said, noting that bad weather has reduced attendance and likely depressed sales. The director said bathrooms are open and cleaned when staff are on duty, the parking lot paving and striping are complete, and weekly water testing is scheduled through August.
Scott reported the May 20 testing results were posted and were satisfactory; additional testing was scheduled for June 9 and the town will contract with DEM for Monday sampling through the summer. He also said vandalism had damaged door hardware and the town was in contact with police and taking security measures.
Council discussion centered on how residents can buy passes. Several councilors urged on-site sale options — including QR codes or card readers — to capture impulse purchasers who show up at the beach. Scott said he has been cautious about placing electronic equipment in the building until vandalism subsides and noted the town requires proof of residency for resident passes. Solicitor Angel advised the council to consult town IT and insurance on any off-site or third-party payment methods because cyber-liability exclusions could apply.
Other operational notes: no grilling is allowed at Briar Point, pedestrians may enter free Monday–Thursday and pets are allowed in the parking area but not on the beach except for service animals. Scott said the town has solicited bids for an on-site ice cream or concession truck as weather improves and that staffing and messaging will continue to evolve as the season progresses.
