West Fargo planning commission approves sign, three subdivisions and a replat; continues one public hearing to August

The commission approved a conditional use permit for an internally illuminated monument sign with an electronic message center at the Gateway West complex, recommended approval of two subdivision plats associated with the FM Diversion project, and recommended approval of a replat west of Duluth Trading Company. The commission also moved to continue a separate subdivision and planned unit development public hearing to the Aug. 12 meeting.
Sign at Gateway West (1950 Cheyenne Street) Staff described the proposal as a 19‑foot‑high monument sign with an internally lit logo and an electronic message center (EMC) on the lower portion. Staff recommended conditions that restrict the north‑facing EMC (the side facing a residential district) to operate from 6 a.m. to 10 p.m., require the EMC to be off from 10 p.m. to 6 a.m., cap light at no more than 0.3 foot‑candles above ambient as measured 75 feet from the sign face, and require the sign to be at least 150 feet from the adjacent residential zoning district. The commission approved the application on a roll‑call vote; all voting members recorded affirmative votes.
FM Diversion subdivision plats (Mapleton Subdivision; Warren First Subdivision) The commission considered two subdivision plats for property acquired for the FM Diversion flood‑protection project. Staff said the plats would establish formal property boundaries for the diversion right‑of‑way and simplify legal descriptions; final approval will require action from both West Fargo (for the city portions) and Cass County (for portions outside the city). Representatives for the project noted the subdivisions are preparatory steps for later replatting and ultimate dedication or vacating of roads and easements once diversion construction is complete. The commission voted to recommend approval of both plats.
Replat at Rusted Lane East (Lot 3 and 4, Block 1 DMF edition) A replat west of Duluth Trading Company was presented to subdivide two lots and vacate a public utility easement. Staff reported utility reviews were completed and that the redevelopment concept shows two potential office buildings, private access easement, and water features. The commission recommended approval and directed staff to proceed with final‑plat processing.
Continued public hearing (25‑8 Green Works edition) The commission agreed to continue the subdivision and planned unit development application at the southeast corner of 40th Avenue West and 15th Street West (a request that had been advertised as a public hearing) to the Aug. 12 meeting because the applicant requested continuance; no public comment was offered at the meeting and the hearing will reopen in August.
Procedure and next steps All approved items were recommended on the basis they were consistent with city plans and ordinances and subject to the standard conditions listed in the staff reports. Final administrative or commission approval steps, recording requirements and any county decisions for parcels outside city limits will follow established platting procedures.
