Marce Hilton, planning staff, told the commission the site is generally located at 1404 East 130 First Street, just north of 130 First Street, and that the applicant has limited the development to fewer dwelling units than code would allow. "If you were going to go straight by code for this many acres you could have up to 131 dwelling units on 30 acres with an RS1 but they have drawn and have limited themselves to 85 dwelling units on these 30 acres," Hilton said. She also noted the applicant has proposed lot standards, brick and stone entrance features, a stocked fishing pond with a dock, and a walking trail; building materials were described in the staff packet as "100% masonry."
