DPA director: complaints up year to date; office preparing to defend four staff cuts at budget hearing

Paul Henderson, executive director of the Department of Police Accountability, gave a weekly director’s report on June 11 and told the Police Commission that complaints remain significantly higher year to date than the same period last year and that pending caseload is consistent with last year’s levels.
Henderson said three investigations had exceeded a 270-day review window but that all three would be resolved in the week of the commission meeting. He said the DPA had scheduled a budget and appropriations hearing for the coming Friday and was preparing to defend the department’s budget.
Henderson told commissioners the mayor’s office had instructed cuts that would eliminate four positions overall; he said one of those positions was associated with the sheriff’s office and three were within DPA. He characterized the change as “a little over 10%” of the department’s personnel and said the positions to be cut were specified by direction from the city (not left entirely to DPA leadership). He said the department was focusing on core operations as it prepared for the hearing.
Henderson also noted an ongoing use-of-force audit and said the DPA had recently distributed a survey to SFPD supervisors to incorporate their insights; the survey closed June 16 and, he said, would be incorporated into the audit’s findings.
