The Weber County Planning Commission on Tuesday recommended preliminary approval for Creekside Phase 6, a 35‑lot subdivision in the JDC Ranch area north of Plain City that staffs say will include 22 attainable homes.
Staff told commissioners the proposal covers roughly 7.5 acres, proposes 50‑ and 66‑foot public rights‑of‑way with 5‑foot sidewalks, and several 20‑foot private alleys to be maintained by a homeowners association. Staff said they have received capacity acknowledgment letters for water and sewer but recommended preliminary approval be conditioned on final utility approval letters and verification of street cross sections before final platting.
The recommendation matters because the subdivision is tied to an earlier development agreement that allowed additional attainable‑housing density for the JDC Ranch development. The planning director explained the commission must check the application for consistency with both county ordinance and the development agreement before forwarding a recommendation to the county commission.
Commissioners asked staff about circulation and connectivity into adjacent parcels, whether a stub or through road would be required, and whether the phase changes overall density in the development; staff answered that the consolidation of phases did not change the overall density and that connections and stub‑road requirements were being clarified in the development‑agreement phasing language. Developer Lacey Richardson said the project’s first 12 attainable homes sold quickly from the waiting list and that the initial units are occupied.
The motion to recommend preliminary approval—subject to submission of final culinary and secondary water provider letters prior to final plat and verification of street cross sections once final improvement drawings are submitted—passed on a roll‑call vote. Commissioners recorded their votes as aye and the motion carried.
Staff said final plat approval remains contingent on the technical items noted in the staff report; the commission did not take public comment because the item was processed administratively under county ordinance.
