Planning staff said the draft plan updates the city’s policy framework and future land-use map based on the 2018 plan, community engagement and the Comprehensive Plan Steering Committee. Major points included maintaining the city’s character as a "premier outdoor lifestyle community," codifying a minimum 20% open-space standard for developments, clarifying the future land-use categories (including one-acre minimums for medium-density residential), and recognizing 3-acre rural lots along certain arterial boundaries.
Staff and council discussed the population and build-out tables. Council asked staff to provide an apples-to-apples comparison between the 2018 and 2025 growth projections and to correct a numeric inconsistency in material that had been circulated the previous day. Planning staff acknowledged the apparent discrepancy and said updated comparative materials would be provided ahead of the next reading.
No members of the public spoke during the hearing. Council then voted to table the item to the next council meeting to allow for a second reading, additional review and citizen comment.
What happens next: Staff will prepare corrected supporting tables (population/build-out comparisons), continue public outreach and return the plan for a second reading and possible adoption at the next council meeting.
