City of Dallas opens bids for water mains, pipeline valves, insurance, auditing and solar services

A City of Dallas procurement staff member opened bids and proposals June 6, 2025, for eight solicitations, including two construction contracts for water and wastewater work, a supply contract for pipeline valves, multiple insurance and monitoring proposals, an auditing services request for proposals and a request for information on solar photovoltaic installation services.
The bids included two large construction solicitations for water and wastewater infrastructure. For construction request CIZDWUTag25001/002, described as "water and wastewater main replacements at various locations," five companies submitted totals: Tameeno Construction LP ($31,728,690); Douglas Veil Construction LLC ($21,995,793); John Burns Construction ($31,763,249); Omega Contracting LLC ($30,985,581); and SYB Construction Co. Inc. ($38,951,590).
The second construction solicitation, CIZEWU24005, for "60 6-inch valves for L4 Denton Bridal Pipeline," drew three bids: CLW Water Group ($6,108,000); John Vers Construction ($3,895,653); and SYB Construction Co. Inc. ($9,312,200).
Procurement bids and proposals opened the same day included BF25-00027643 for a rifle purchase with a trade-in allowance; SSD International Inc. was the sole bidder listed for that solicitation. Procurement request CVC25-00027654, for on-call debrief monitoring, drew submissions from Debrief Tech LLC; Tetra Tech Inc.; Thompson Consulting Services LLC; and Touch of Great Construction and Remodeling.
Two competitive sealed-proposal solicitations for employee insurance and for commercial insurance brokerage also were opened. For BBZ25.00027195 (employee life and disability insurance and voluntary benefits), vendors listed included American Fidelity; Blue Cross and Blue Shield of Illinois; Colonial Life Insurance; Continental American Insurance Company; CIC/Aflac Group; Cushavo; MetLife; PNC Bank; PPLSI; Security Financial Group; The Hartford; The Standard; and Trustmark Insurance Company. For EKZ25Tax00027530 (commercial insurance and broker of record), submissions listed Alien Insurance Services, Inc.; Marsh and McNeilan Companies, Inc.; Marsh and McNeilan Agency LLC; and USI Southwest Inc.
The city also opened RFP BEZ25Tat00027432 for auditing and non-audit services. Firms listed as having submitted included Esparvo; Avacol Solutions LLC; Baker Tilly Advisory Group LLP; BDO USA; Cherry Bekaert Advisory LLC; Onexic LLC; Protiviti LLP; Custom Strategic Solutions; Macias, Gini & O'Connell LLP; MPB Services Corp.; Plante & Moran, PLLC; RSM US LLP; UHY Advisors Mid-Atlantic Inc.; and Weaver and Tidwell LLP.
Finally, procurement request for information BW25Tax00027635 sought possible construction services for installation of solar photovoltaic (PV) systems. Companies listed were Allegiance Solar; Amaresco Inc.; Access Solar LLC; HCM Solar; L.N. Inc.; Hope Renewables LLC; and Sol Rotech LLC.
The procurement staff member reading the bids provided only the solicitation identifiers, brief descriptions and the names and totals (where provided) of submitting firms. No awards, evaluations or contract approvals were announced at the reading.
