County committee forwards Papaloa roadway dedication to full council

The Hawaii County Council's Committee on Legislative Approvals and Acquisitions voted 9-0 to forward Resolution 197-25 to the full council with a favorable recommendation to accept the dedication of Roadway Lot 8 (TAC map key 3-5-008:009) in Papaloa, North Hilo, from Hamakua Hamukua Housing Corporation.
Committee chair Heather Kimball said the road “goes straight down from the highway to the general store” and that the county has been maintaining the privately owned road for some time. “It has taken quite a bit of, finagling to get this to this point where we take it over as the dedication,” Kimball said, adding the road is “the one way in and one way out of that area” while the other road near the park is closed for bridge repairs.
The resolution, introduced at committee by request, asks the county to accept the roadway and “all improvements for public roadway purposes.” There was no public testimony at the meeting. A motion to forward Resolution 197-25 to council with a favorable recommendation was made from the floor and seconded by Council member Villegas. The committee then voted; the clerk reported nine ayes and no opposed votes. The committee noted that Corporation Counsel Melanie D'Mello was available online if legal questions arose.
The committee action sends the dedication to the full Hawaii County Council for final consideration. The meeting record did not specify a full-council hearing date or other implementation details.
