Planning Commission recommends approval to rezone Covington Mansion site to allow event/gathering use

The Washington City Planning Commission on June 4 recommended approval of Z-25-15, a request to rezone 0.76 acres at 181 East 200 North (the Covington House) from R-16 residential zoning to AP (a public- or assembly-oriented zoning) to allow community gatherings and potential rental use for receptions. The planning commission voted 3-0 to forward a recommendation for approval to City Council.
Staff said the city purchased the Covington Mansion more than a decade ago and had previously discussed possible community uses such as receptions. Neighbors had previously expressed concerns about parking and spillover traffic; staff and the applicant noted the city has since acquired an adjacent lot to the north and installed a parking lot and restroom facilities to serve the site, which staff said addresses earlier concerns. Staff recommended approval of the change from R-16 to AP and to forward that recommendation to City Council.
No members of the public spoke in opposition during the hearing. Commissioner Davis moved to recommend approval and Commissioner Anderson seconded; Commissioners Anderson, Davis and Bullock voted in favor, and staff will forward the recommendation to City Council.
If City Council approves the rezoning, further review will determine whether and how the building could be used for rentals, events and related operations; staff said those uses would be evaluated under the appropriate permitting and operational standards.
