Entertainment Commission reports multiple citations and sound complaints; Oracle Park drew dozens of 311 calls

Senior inspectors for the San Francisco Entertainment Commission updated commissioners on enforcement activity since the last hearing, naming several venues that received citations or notices of violation and reporting continued outreach to Oracle Park after two large concert nights generated dozens of public complaints.
Senior Inspector Zavrina told the commission the office received 117 311 complaints since the May 20 hearing. Inspector reports reviewed by staff and presented at the meeting included:
- WeFunder, 1885 Mission Street: Inspectors observed prerecorded and amplified music in an outdoor rear yard on May 23 and May 11. WeFunder does not hold permits with the commission; staff said responsibility within the company was unclear and Deputy Director Azevedo scheduled a meeting with a company employee. The commission record shows WeFunder was issued a citation on May 28 for hosting outdoor amplified sound without a permit.
- UltraBowl (El Traboll), 3149 20 Second Street: UltraBowl holds a Limited Live Performance (LLP) permit. On May 24 an inspector observed a DJ performing with the front door open and multiple security'plan violations including missing guard cards, incomplete metal detector wanding, and an unused ID scanner. Staff issued a notice of violation on May 28 for operating after 11 p.m. and other permit breaches.
- Mirales Wine Bar, 2199 Mission Street: Mirales does not hold permits with the commission. On May 24 staff observed a DJ performing inside; the venue had previously been educated about requirements and the commission issued a notice of violation on May 28 for hosting unpermitted entertainment.
- Oracle Park: Two large concerts, May 28 and May 29, generated 21 and 33 311 complaints respectively. Commission staff said Oracle Park operated a hotline as a permit condition and reported only two direct complaints to the park each night; staff plans to meet with Oracle Park management to review sound mitigation protocols and explore updates to the venue's sound plan.
Commissioners and staff said the reports show the office is using notices, citations and sound limit setting as tools to address complaints and that staff will continue outreach to operators and to SFPD and other city departments as appropriate.
Why this matters: Notices and citations can lead to permit conditions, revised sound limits, or further enforcement if violations continue. Large downtown venues such as Oracle Park are subject to different operating scales and staff said lessons from earlier regulation of outdoor sound may inform updates to mitigation plans.
