Smithfield council approves reappointments, licenses and equipment purchases in consolidated votes

At its meeting the Smithfield Town Council approved a suite of routine but operationally important items by individual motions and consolidated votes.
Appointments and reappointments: The council approved multiple board appointments and reappointments, including reappointing Peter Lawrence to the Budget and Financial Review Board (term expiring January 2030), reappointing members to planning and zoning boards (Joseph Rotella, Richard Colabecchio, John Hunt, Brian Thalman and Peter Carnivale), and appointing others to open seats. One planning-board appointment drew a recorded dissent (one nay) from a council member who said she preferred a different candidate and one abstention was referenced during the roll call; the motion nevertheless passed.
Licenses: The council approved annual renewals and new licenses including two mobile food truck licenses for Del’s Lemonade (DBA Del’s Lemonade), approval for Neurobrews (DBA Neurobrews) subject to registration, multiple massage establishment and massage therapist license renewals and a new massage establishment license for Therapy and Wellness LLC, a pedalers license renewal for Marshall E. Gordon, and renewal of a pool-table license for the Portuguese American Social and Athletic Club. One massage therapist (Holly Bynum) was excluded from a batch vote because of an expired state-level license; the council approved the amended list.
Food truck and related approvals: The council approved a mobile food truck license for Calibrand Enterprises LLC (Panama Cafe) subject to compliance and valid registration.
Equipment and vehicle purchases: The council authorized the town manager to purchase a Zamboni ice-resurfacing unit (Zamboni 552AC) from Zamboni Company USA under contract cited in the packet (contract referenced as Sunwell contract 120320) for an amount not to exceed $134,982.95 to be funded from the operating budget; the existing machine was to be traded in with an approximate trade-in value of $14,000. The council also authorized purchase of a used Ford Explorer from MetroWest Auto Sales for $14,387 to be funded through the Capital Visa Fund.
Other routine business: The council moved one agenda item (item e under licenses) to the August agenda and completed several other routine approvals, including pedalers and pool-table licensing and the annual renewals recorded in the meeting packet. All these motions passed during the open-session votes.
The meeting record shows most license and appointment votes carried with standard 'ayes' and few recorded objections. Where state licensure was missing or expired, the council removed or deferred individual items pending compliance.
