Oskaloosa council approves city manager’s side business, council outlines limits

Sean told the council he had started the enterprise prior to recent discussions and that similar arrangements are common among municipal managers who do limited adjunct teaching or consulting work. Council members said they understood the practice but also emphasized the need for transparency and for the city to be notified if the business expanded into activities that would create conflicts with city responsibilities.
A roll call vote approved the item as presented. The council’s action leaves intact existing contract restrictions and requires any substantive business expansion or change in compensation to be reported to the council and, if necessary, returned for approval.
