Providers report full shelter capacity, housing placements and unresolved hostel sale; trust posts strong food and beverage revenue

At the trust meeting, Chapman Partnership and trust staff delivered operational and financial updates describing full shelter capacity, housing outcomes, workforce programs and an unresolved hostel purchase and sale affecting roughly 116 clients.

A Chapman Partnership representative reported both centers were operating at full capacity and preparing for summer heat and hurricane season; measures include cooling areas, hydration stations and heat‑relief kits. For April, Chapman reported a 63 percent positive outplacement rate, an average length of stay of 137 days, and 199 people housed into permanent pathways during the month (equating to 117 housing units), staff said. Chapman highlighted a new work stewardship program launched with the Lennar Foundation and the Underline to provide job training and paid stewardship work, plus two newly launched registered apprenticeship programs.

Trust staff reported second‑quarter totals: $23,400,000 in total revenues and $11,200,000 in food and beverage revenues, with total expenses of $19,600,000 and food and beverage expenses of $6,600,000. The trust’s end‑of‑year fiscal 2023‑24 report showed total revenues of $111,500,000 — $11,400,000 above budgeted levels — attributed in part to a senior site acquisition and a $1,750,000 state appropriation; total expenses for the fiscal year were $68,700,000, staff said.

Staff also updated the trust on a contract and purchase‑and‑sale for a hostel that currently houses about 116 clients. The City of Miami commission considered the matter two days earlier but deferred action; the contract and sale agreement remain in place but timing and an exact vacate date are uncertain. City staff and property management remain on site and trust staff said they are identifying potential alternative sites should a transfer or vacancy be required.

Operational highlights from Chapman Partnership stressed partnerships with Miami‑Dade College, CareerSource and the Lennar Foundation, and recognition of partner staff for outreach and communications work. The trust noted that calls to the homeless helpline between January and March numbered 18,965, with more than 9,000 callers reporting imminent risk of homelessness and about 4,700 callers reporting they were currently unsheltered in the county.
