Staff said the project is part of a regional DFW Discovery Trail initiative coordinated by NCTCOG and five core cities; the Rock Island trail segment will be an 8-foot-wide concrete trail linking the Downtown Irving Heritage Crossing Station to the West Irving Station. The estimated total project cost is $2.4 million; Dallas County has agreed to reimburse the city up to $800,000, staff said. The reimbursement comes from County funding reallocated after an earlier $800,000 commitment was repurposed when domestic-violence shelter timing did not align with county ARPA timelines, staff said; county officials were thanked for redirecting the funds to the trail.
Council members asked to emphasize historical interpretation and possible park amenities at key trail nodes — staff noted future opportunities to include interpretive signage and rest areas at Bear Creek and Clock Tower locations as the regional trail binds together multiple jurisdictions.
Why it matters: The trail will form part of a regional Fort Worth–Dallas nonmotorized connection that supports transportation, recreation, tourism and economic development; county reimbursement reduces Irving’s local share for the segment.
