Council staff recommend $4.14 million award for Campion Trail Elm Fork Extension Phase 1B

Trevor Crane, director of Capital Improvement Projects, briefed the council on May 29 about the Campion Trail Elm Fork Extension, Phase 1B, and recommended award of the construction contract to A & C Construction for $4,135,200.
Staff said Phase 1B covers approximately 9,500 linear feet (about 1.8 miles) of trail, includes two pedestrian bridges, two low-water crossings and two boardwalk sections, and will be constructed to a 12-foot trail width with some 14-foot boardwalk sections. The recommended bid from A & C Construction was roughly 18% below the engineer’s design estimate, staff said. Funding would come from park bond proceeds, and staff estimated construction start in the fourth quarter of 2025 after easement work is completed.
Council members noted the long-term nature of the Campion Trail unification project and thanked staff and past leaders who advanced the program; staff said the phase will include a prefabricated pedestrian bridge and a dam overlook near the Frasier Dam and canoe launch area.
Why it matters: the project fills a gap in the Campion Trail system and adds multiuse trail infrastructure for walking, biking and river access; the contract award will advance construction planning pending final council action.
