Commissioners hold electronic bail-bond items after staff memos flagged liability concerns

The Collin County Commissioners Court agreed to hold several agenda items related to electronic bail-bond implementation after Commissioner Webb (first name not specified in the record) said staff memos raised unresolved liability and implementation concerns.

Commissioner Webb said he had reviewed staff memos included in the meeting packet and found several unanswered questions about county liability and exposure. "There was actually a staff memo for each of these items raising a lot of concerns for county liability, but there was nothing in the packet that's addressed any of the concerns raised by staff," he said. "At this point, I can't support this. I think additional due diligence needs to be done to address the questions raised as to county liability and exposure."

Webb said he had discussed the project with the auditor, purchasing and IT earlier the same day, and those offices told him they believed the project was inactive. "When I talked this morning with the auditor, I talked to purchasing, I talked to IT, they all thought the project was dead. So I don't know what's going on," Webb said.

After discussion, the court agreed to hold the related consent items (identified in the agenda as items pulled by the commissioner). Court staff indicated the items could be brought back when the departments completed the outstanding due diligence and returned with clarifying information.

No formal vote on the substance of the e-bond contracts or policies occurred; commissioners temporarily removed the items from immediate consideration to allow staff to gather more information.
