Board approves FY24-25 budget amendment; transfer of $1 million recorded

Kossuth Countys Board of Supervisors approved a fiscal-year 2024-25 budget amendment at a public hearing on May 27, adopting Resolution 05272501 and appropriating funds for internal loans, audit adjustments, mental-health closeout, treatment services, GIS updates, and ARPA funds allocated to an emergency response complex.

The public hearing opened after notice in the meeting packet and the board reviewed the detail of the proposed changes. County staff reported the amendment adds $25,371 to intergovernmental receipts and increases operating transfers in by $1,000,000, bringing total revenues and other financing sources after amendment to $28,187,675. On the expenditures side, amendments included modest increases in physical health and social services ($5,400) and an administrative increase of $68,943; operating transfers out increased by $1,000,000 to $4,781,126.

Supervisor Wacker moved to close the public hearing and later made the motion to approve Resolution 05272501 to adopt budget amendment No. 2 and appropriate funds. The motion passed on roll call 4-1. Supervisor Garman voted no; the other supervisors voted yes.

One supervisor questioned the timing, saying he preferred budget amendments occur before transfers rather than after the county had already moved funds into the receiving fund. County staff acknowledged that concern but recorded the amendment to align the formal budget with previously made transfers.

The amendment is now adopted and will be reflected in county accounting; residents were told the amendment did not increase taxes.
