Davis County Commission approves property transfers, contracts, health agreements and tax-sale results in unanimous votes

The Davis County Commission on Tuesday approved a series of routine but substantive actions including real-property transfers, acceptance of tax-sale results, construction and professional-service contracts, multiple health-department agreements and appointments, a five-year bandwidth contract for the Western Sports Park and the county’s property-tax register following the board of equalization.

Real estate and economic development

The commission accepted a warranty deed from Clearfield City and the Clearfield City Community Development Renewal Agency conveying a small gap of property (Tax ID 120200144) at the Davis County Health Department campus in Clearfield. The parcel is 0.0033 acres and runs with the land; no financial consideration was paid, staff said. Commissioners also ratified a nonbinding letter of intent to explore purchase of a nearby property at 49 East 200 South in Clearfield. The building at that address is described in meeting materials as a 10,398-square-foot office facility on 1.35 acres; the letter of intent simply seeks the owner’s interest in entertaining offers.

Delinquent tax sale

Controller Curtis Koch reported results of the county’s delinquent real-property tax sale held May 14. The sale began with 28 homes, 30 parcels of land and six commercial properties listed; 12 parcels sold at the sale, no homes were sold and no commercial properties sold, he said. The commission accepted the bids, minutes and recommended tax deeds for recordation.

Facilities and contracts

The commission approved three facilities items in one motion: a three-year construction contract with Philip & Co. Construction for replacement of major air-wall systems at the Davis Conference Center ($2,109,720, contract period through Dec. 31, 2027); a civil engineering and landscape agreement with Great Basin Engineering, Inc. for improvements at Valley View Golf Course (payable $24,500, through Dec. 31, 2025); and an update to county facilities-use policies to allow registered political parties to use county facilities in accordance with state law; the commission noted staff will execute a memorandum of understanding with the county Republican Party.

Health department approvals and appointments

Health department items 10 through 19 were approved together. Highlights include a $500 donation from a client, a $3,200 on-site web-accessibility training contract amendment with Utah State University (WebAIM), reappointments and a new appointment to the Davis County Senior Services Advisory Council (three-year terms beginning July 1, 2025), a three-year limited-use agreement with a local square-dancing group ($25/class), and multiple state agreements for Medicaid aging-waiver administration and early-childhood targeted case management (TCM).

The commission also approved a five-year, $625,625 agreement to provide early-childhood targeted case management beginning July 1, 2025, and a $218,114, five-year agreement for member and provider Medicaid outreach activities. Commissioners approved appointment of Dr. Candace Smith to the Davis County Board of Health for a three-year term; staff said Dr. Smith practices pediatrics and infectious disease and was interviewed and recommended by health department leadership.

Information systems and libraries

Deputy Information Systems Director Mike Pace presented a five-year bandwidth agreement to upgrade the Western Sports Park connection. The new monthly cost will be $1,308, replacing the prior $806.25 monthly service; the contract term begins May 27, 2025, and ends May 27, 2030.

Library leadership secured two renewals: a three-year Mango Languages subscription with Creative Empire LLC ($45,024.60 total, $15,008.20 annually) and a renewal memorandum of understanding with the Utah Education and Telehealth Network (UETN) for discounted connectivity and state-covered costs.

Sheriff’s office

Deputy Sheriff Arnold Butcher presented an interlocal cooperative agreement with Sunset City for law enforcement dispatch services for $28,126.50 for the fiscal year beginning July 1, 2025; the commission approved the agreement.

Consent, BOE and adjournment

Commissioners approved consent agenda items, acknowledged community events including the county’s bird festival and moved into the Board of Equalization. The tax register presented at the board of equalization included various abatements, corrections and assessor adjustments; commissioners approved the property-tax register and reconvened the commission meeting before adjourning.

Most approvals at the meeting were made by motion and carried on unanimous voice votes among the commissioners present (Commissioners Loreen Kamalu and Bob Stevenson); Commissioner John Cross was excused.
