Planning commission approves Poverty Flats Ranch cannabis use permit; residents press road and safety concerns

The Lake County Planning Commission on May 22 approved Major Use Permit PL-25-684 / UP-23-09 for a commercial cannabis cultivation operation called Poverty Flats Ranch at 10535 High Valley Road in Clear Lake Oaks (APN 006-004-22). Community Development Department staff recommended adoption of a mitigated negative declaration (IS 23-29) and approval of the permit with conditions; commissioners voted to adopt the staff recommendations.

Project description and environmental findings Assistant planner Max Stockton told the commission the permit authorizes up to 5.69 acres of outdoor canopy (247,800 square feet) and one self-distribution license (type A13). The 196.7-acre parcel would use a single existing groundwater well and a combination of existing and proposed surface storage tanks (staff and the applicant described roughly eight existing tanks plus 26 additional tanks proposed, for an accumulated total of approximately 36 tanks). The applicant proposes roughly 79,000 gallons of total irrigation storage and a minimum of 12,500 gallons reserved for fire suppression to meet NFPA-related standards.
