Council keeps Summer Hill Park stormwater project in budget after contractor holds price; $100,000 already spent

Riverton City Council reviewed the Summer Hill Park stormwater project and agreed to keep the work in the capital plan and FY budget after staff reported a contractor would hold current pricing for the remaining phases.
Parks/stormwater staff told the council that phase 1 (the north section) was complete at a cost near $100,000. When bids were solicited for remaining phases the totals exceeded the original budget estimate, so staff divided the work into three phases. The contractor has since offered to hold their price on phases 2 and 3; staff said the remaining contracted work will be "right around the $215,000–$216,000" range, making the total project roughly $316,000 when combined with money already spent.
Council members asked whether the visible middle section of the park is primarily beautification or necessary stormwater work. Staff explained that much of the project is functional: re‑grading, access for heavy equipment, and improvements intended to reduce flooding, enable maintenance access and prevent repeated sod failure and pest issues. Councilmember Broker said the north-section work improved maintenance access, allowing staff "to put a tractor on both sides of that stream" for future cleaning. Councilmember McDougall emphasized that the project was on the city's five‑year plan and that contractor price-holding reduced the risk of escalation.
Some council members expressed a preference to prioritize stormwater projects in a comprehensive capital-facilities plan; staff said they are updating a capital facilities plan and a five‑year list and will circulate that information for council review.
