Public Safety Committee approves routine agreements, accepts discovery funding

The Chautauqua County Public Safety Committee during its May meeting approved several routine resolutions including acceptance of a state discovery and bail reform award, continuation of educational and interagency agreements, and school resource officer contracts.
Acceptance of discovery and bail reform funding: Madeline Cantakulia of the District Attorney's Office presented a resolution authorizing acceptance of $945,058 in discovery and bail reform funds awarded to Chautauqua County by the state. She said the award will be shared among the district attorney's office, the sheriff's office, the probation department and municipal police agencies and that $286,000 of the total is designated for sheriff, probation and municipal police needs. The DA's office will administer the award and enter contracts with agencies; the revenue was not included in the 2025 budget and the resolution authorizes budget amendments to record the revenue and offsetting expenses.
Culinary arts instruction agreement: The committee authorized an agreement with Chautauqua-Cattaraugus-Erie 2 BOCES to provide culinary arts instruction for the 2025'2026 school year. County fiscal staff said the agreement pays part of the food-service supervisor salary and related benefits for a program run in the jail and that the item is included in the 2025 budget.
Regional partnership agreement: The committee authorized a regional partnership agreement with the City of Dunkirk Police Department and the Southern Tier Drug Task Force to formalize resource sharing among investigators. The presenter said there is no monetary exchange in this agreement; it documents that city personnel can work with county investigators as part of the joint task force.
School resource officer and special-patrol agreements: The sheriff's office presented longstanding school resource officer agreements for multiple districts for the July 1, 2025 to June 30, 2026 term (Brockton Central, Frewsburg Central, Pine Valley Central, Silver Creek Central, Forestville Central, Panama Central and BOCES locations). The committee also authorized a special-patrol officer agreement with Climber (Climber Central School) for a retired deputy at a cost not to exceed $34 per hour. Presenters said the SRO and special-patrol arrangements are included in the 2025 budget and largely mirror the prior year's agreements.
Each of these items passed on voice votes with "Aye" recorded and the chair declaring them carried. The committee did not add policy conditions to these agreements in the meeting record.
