Staff reported that the development agreement clarifies what the underlying zoning will be once the agreement expires and that the current draft originally set the agreement term at 15 years; the council-approved motion amended that term to 50 years. Jason (city staff) described the change and said the revised agreement makes clear that any use other than the limited self‑storage will require a formal zone-change application.
Chase, representing the applicant, said the applicant had worked with staff to address prior concerns and had no further comments for the council that evening. The council opened a public hearing; there were no public speakers and the hearing was closed.
Councilmember McDougall moved adoption of Ordinance 25-15 with the modification changing the expiration in Section 10 from 15 to 50 years. The motion was seconded and passed on a roll‑call vote.
