Redevelopment agency approves up to $95,000 for Hunteridge Center roller-rink project

The Las Vegas Redevelopment Agency on May 21 approved a resolution authorizing an owner participation agreement with 10 1500, LLC to provide up to $95,000 from the agency's special revenue fund to support renovation of a 22,000-square-foot former grocery at 1110 East Charleston Boulevard.

Dina Babbski, director of economic and urban development for the City of Las Vegas, told agency members the contribution would help pay for exterior and interior improvements including signage, painting and other storefront work. "For your consideration today, we are presenting an owner participation agreement, in the amount of $95,000 to support the project," Babbski said.

The applicant, identified in the meeting as the Jay Dapper Companies and represented by Will Rastetter, is investing more than $3.5 million in the project. Agency materials and Babbski's presentation describe the redevelopment as converting the space into a roller-skating rink and an arcade. Babbski said the anticipated opening for the roller-skating rink is quarter two of 2026.

Councilwoman Diaz (Ward 3) moved to approve the item and the motion carried. "As a mother of a 14 year old that I have to drive outside of Ward 3, it's really exciting to hear that a roller skating rink will be coming to our neighborhood in the future," Diaz said during her remarks.

Will Rastetter, the applicant's representative, addressed agency members briefly at the meeting and said he hoped members would approve the project. "I just respectfully hope that you guys approve this, and I thank you guys for your time," Rastetter said.

Babbski linked the OPA to broader investment in the shopping center at the southwest corner of East Charleston Boulevard and Maryland Parkway, which she described as undergoing a larger round of commercial reinvestment. The resolution presented to the agency finds the proposed project "in compliance with and in furtherance of the goals and objectives of the redevelopment plan" and authorizes execution of the OPA not to exceed $95,000 from RDA special revenue funds.

The transcript does not record a roll-call vote tally or a named second; the minutes reflect the chair calling for a vote and the clerk recording that the motion carried. The item was noted as related to city council item 27 R-29-2025 on the meeting agenda.

After the action the redevelopment agency moved to the citizens' participation portion of the agenda, heard no speakers and adjourned to the scheduled City Council meeting.
