At the May 20 workshop College Station ISD staff presented proposed edits to Board Policy BED (local), the district’s local policy on public comment and citizen participation. The updates are intended to align the written policy with changes the board previously adopted in its Board Operating Procedures to allow citizens to sign up for public comment online before meetings.
Mr. Dunson summarized the update and said the proposed changes primarily revise policy language to reflect existing practice and Board Operating Procedures. He told trustees that administrative details (for example, procedural script items read by the Board President and administrative instructions) would be removed from the local policy text and retained as operating procedure where appropriate. The presenter also said standard policy language about complaints, disruptions and protections for citizen participation will be added.
Board members asked clarifying questions and the group agreed no formal action was being taken at the workshop; Mr. Dunson said the board would consider the item for possible action at next month’s meeting. A board member emphasized that the edits do not change the district’s practice for public participation, and the presenter concurred: "We're not making any changes in what we are doing — we're just updating our policy to reflect what we are doing," Mr. Dunson said.
