Assemblymember Salina Torres Fawcett presented AB533, a bill that would create an open‑enrollment framework allowing pupils to apply to public schools outside their zone of attendance, subject to district capacity and selection methods.
Under the sponsor’s conceptual amendment, the Nevada Department of Education (NDE) would publish guidance and data rather than operate a single statewide application. The sponsor said the amendment limits state mandates: districts would create local application processes and capacity rules, with NDE empowered to publish quarterly vacancy data, adopt regulations as needed and publish capacity‑methodology guidance online. The amendment also removed a statutory requirement to report transportation resources.
Zachary Khan of NDE confirmed the department worked with the sponsor and that the amendment would remove the department’s fiscal note for an additional management analyst position. Several education organizations and districts testified in support, including the Nevada Association of School Superintendents, the Nevada Association of School Boards, the Clark County School District and Opportunity 180, which cited evidence that open enrollment can improve outcomes in other states.
What’s next: With the sponsor’s amendment, NDE said it no longer requires an added position; the bill proceeds with local control language and will be available for further committee consideration.
